In any event that would depend on the government elected afterwards. The SNP is pretty anti-alcohol but so are all the rest. It’s been local licensing authorities down south who have limited the sale of strong beers, and Labour authorities in Scotland who banned drinking in public.<br /><br />I suspect that any duty disparity will turn out to be quite small and not enough to make a significant difference to the cost of beer. Let's face it, moving beer about is only profitable in reasonable quantities which is why so much of it goes through specialist wholesalers already. That involves a lot of paperwork as it stands now – I suspect the additional paperwork could be automated, as the existing paperwork (hopefully) already is. <br /><br />As I understand it, the system for duty on exports is still as it was in the 19th century – the brewery pays duty here and then claims it back from the taxman for exported beer – so no, it wouldn’t lead to Scottish brewers selling more beer to England, at least not for the reasons you suggest.
